Trustees Meeting
Tuesday, May 24, 2005
Minutes
The meeting was called to order by President
Stephen Thomas at 7:40 p.m. Those present included Trustee
Diana Nazelli, Trustee Jeff Homans, Township Zoning Commission Chairman
Franz Sauerland, and Clerk Elizabeth Boles.
MINUTES: The minutes from
the last meeting were read. A motion was made, seconded and
unanimously passed to accept the minutes as read.
FINANCIAL REPORT: The Trustees
acknowledged receipt of the April, 2005 Financial Report as prepared
by Clerk Elizabeth Boles. A detailed report is on file in
the Township office.
OLD BUSINESS
ZONING COMMISSION OF TOWNSHIP:
- The Zoning Commission Meeting was held on April
27th.
- In reviewing the revised Zoning Regulations,
Mr. Sauerland had a couple of questions for the Trustees.
He asked for a definition of steep slopes. He passed around
copies of a diagram, “Hillside Protection Zone”
used in Moreland Hills ordinance (see attached copy).
President Thomas thought there needed to be a written explanation
of the diagram and Mr. Sauerland read a short paragraph attached
to the diagram.
- Mr. Sauerland expressed concern about making
the restrictions too tight which would make it very hard to
build on the land and so less desirable. At this time
the Township’s restrictions are tighter than Moreland
Hills.
- Trustee Homans said there were two issues at
hand, degradation of environment and protecting health, safety
and welfare of people. He also believes a soils engineer
report is always needed, no matter what.
- Mr. Sauerland reported there are requirements
for permits in the new revised resolutions. (see file).
- After more discussion of resolutions, the Trustees
thanked Mr. Sauerland for coming to the meeting.
BRICK ROAD PROJECT: No report.
TOWN HALL RENTALS:
- The Trustees discussed the policy on using Town
Hall tables outside the Town Hall for unincorporated Township
resident functions.
- Currently, MainstreetCF owns the tables given
by Hamlet Hills. President Thomas will ask MainstreetCF
President Nancy Haag if a Township resident can borrow the tables.
TOWN HALL MAINTENANCE:
- Handyman Kocheff is doing work at Town Hall including
replacing light bulbs, repairing the flag pole, repairing the
parking sign and painting the storm cellar doors.
CHAGRIN RIVER WATERSHED PARTNERS MEETING:
- The meeting was held on May 12th. Trustee
Nazelli reported there were several issues discussed at the
meeting,
- Moreland Hills vs. Jaylin lawsuit coming up
in June.
- Plans for a program to begin to aid and educate
the community about zoning, planning and growth.
- Ohio Senate Bill 18 which will limit the effectiveness
of the EPA with the removal of many protections. Trustee
Homans announced he would look further into this issue.
504 NORTH MAIN STREET/FOLTZ PROPERTY:
- President Thomas reported he was contacted by
a representative from the Cuyahoga County Soil & Water Conservation
District about the Foltz property, because the Division has
heard from Mr. Foltz’ attorneys.
TOWN HALL STUDY & RENOVATIONS:
- President Thomas reported the Jaycees have been
told about the Town Hall renovation plan and possibility of
having to relocate, maybe temporarily.
LOCAL GOVERNMENT FUNDS:
- Trustee Nazelli reported she received an e-mail
from Jim Corrigan’s office about Bill #66. The Local
Government Fund cuts will not be as severe as originally planned.
NEW BUSINESS
TOWN HALL GARDEN DEDICATION:
- The Trustees unanimously agreed the garden by
the Town Hall should be dedicated in honor of former Trustee
Kathy Watterson. Trustee Nazelli will look into purchasing a
plaque.
The meeting was adjourned at 8:30 p.m.
The next meeting will be held on Tues. June 7th.
